The latest figures from the AICCOPN Housing Market Report (Feb 2025) highlight a strong expansion in housing development. In 2024, there was a 4.9% increase in newly licensed homes, reaching 34,117 residential units. Additionally, there was an 8.1% rise in total construction permits, signaling a growing appetite for both new developments and renovation projects.
Financial Sector Fueling Real Estate Growth
The banking sector has played a pivotal role in supporting this expansion. New mortgage lending surged by 37% in 2024, with financial institutions granting €17.79 billion in housing loans. This increase reflects strong investor and homebuyer confidence in the market.
The implicit interest rate on real estate mortgages fell in February for the 13th consecutive month, to 3.830%, the lowest value since June 2023. This makes financing more accessible and could further stimulate property transactions in 2025.

Property prices appreciated by 13.7% year-over-year, with apartments registering a 15.2% increase and houses gaining 9.3% in value. The Minho Region of Portugal has emerged as a key area for investment, with a 13% rise in newly licensed homes compared to 2023, totaling 5,840 units. Notably, bank appraisals in the region increased by 8%, highlighting its growing attractiveness.
