The measures in force may be revised according to the evolution of the epidemiological situation.
I - ACCESSIBILITY
1) Arriving in Portugal by plane
CONTINENTAL PORTUGAL:
ALLOWED (Essential and non-essential trips)
Countries of the European Union or of a State associated with the Schengen Area (Liechtenstein, Norway, Finland and Switzerland), Albania, Saudi Arabia, Armenia, Australia, Azerbaijan, Bosnia-Herzegovina, Brunei, Canada, China, South Korea, United States of America, Israel, Japan, Jordan, Kosovo, Lebanon, Montenegro, New Zealand, Qatar, Republic of Moldova, Republic of Northern Macedonia, Serbia, Singapore, Taiwan, Ukraine and the special administrative regions of Hong Kong and Macau
RT-PCR test (or similar NAAT test) - 72h before boarding, or
Rapid Antigen Test - 48h before boarding, or
Valid EU COVID Digital Certificate

Passengers can take a free test on arrival and wait for the result in prophylactic isolation (between 12 and 24 hours).
Children under the age of 12 do not need to submit a test.
Anyone who does not have a Digital Certificate of vaccination or recovery, extending the stay for 7 or more days, to the 6th day from the date of the first screening test to SARS-CoV-2, the passenger must contact the health authority of the county where he is staying, with a view to carrying out a new test.

4) Arriving in Portugal by sea
The same rules apply as by air.
II - MOBILITY
1. Public Transport
A. The use of a mask is mandatory.
B. Capacity limited to 2/3 of the capacity, when there is seating and standing. No limitation if all seats are seated.
C. In taxis and similar transport (TVDE), passengers can only occupy the rear seats.
2. Rent-a-Car
A. In vehicles with a capacity equal to or less than 5 passengers, it can be fully occupied if they belong to the same household.
B. Vehicles with more than 5 seats have a capacity limited to 2/3, unless they belong to the same household.
III - GENERAL RULES
1. GENERAL RULES in the country:
- Restaurants, cafes and patisseries with no restrictions on opening and closing hours until 2 am. Limitation of groups of 6 people inside and 10 people on the terrace;
- Bars with the same rules as the catering;
- Commerce, stores and shopping centers without time restrictions;
- Cultural facilities with a capacity of 66%;
- Weddings and baptisms with 50% of the capacity;
- Outdoor events with specific rules (check information on the event website);
- Amateur sports and training events with specific rules (check information on the event website). Enclosed rooms with 33% of the capacity;
- Sale of alcoholic beverages prohibited in service areas and fuel pumps;
- The consumption of alcoholic beverages in outdoor spaces and on public roads is prohibited;
- The golf courses work with specific measures established by the Portuguese Golf Federation available at www.fpg.pt;
- Accommodation and tourist companies have adopted the “Clean&Safe” seal, which allows them to identify establishments and services that have implemented enhanced hygiene and safety measures. More information at www.portugalcleanandsafe.com.
Required to present EU COVID: Digital Certificate or negative test* at:
- Tourist establishments or local accommodation establishments, upon check-in;
- Meal service inside the restaurants, on Fridays from 7 pm, at weekends and on public holidays;
- Spas and spas;
- Casinos, bingos or similar;
- Group classes in gyms and gyms;
- Cultural and sporting events with more than 1000 people, outdoors, or + 500, indoors;
- Weddings and baptisms with +10 people.
* In terms of testing for the aforementioned purposes, the following is allowed:
- The laboratory performance of the RT-PCR test (or similar NAAT test), performed within 72 hours prior to its presentation;
- The realization of rapid antigen test (TRAg), verified by a certified entity, carried out within 48 hours prior to its presentation;
- Carrying out a rapid antigen test (TRAg), in the form of a self-test, within 24 hours prior to its presentation, in the presence of any health professional or pharmaceutical area who certifies that it has been carried out and the respective result;
- Carrying out the rapid antigen test (TRAg), in the form of self-test, at the moment, at the door of the establishment or the space whose frequency is desired, with the supervision of those responsible for them.
Children under the age of 12 are exempt from the obligation to undergo screening tests for access to places or establishments, to participate in events and for circulation purposes.

V - USEFUL INFORMATION
Definition of Essential Travel:
Essential trips are those intended to allow the transit, entry or exit from Portugal for professional, study, family reunion reasons, for health reasons or for humanitarian reasons.
Tests:
A. Upon arrival in Portugal, at the airport, there may be passenger control
B. The test result must include:
- type of test performed;
- passenger's name (according to passport);
- birth date;
- clear identification of the laboratory, including certification;
- the date and time the sample was taken and the explicit negative result;
SMS is not a valid format.
C. Passengers who do not present a test in accordance with the requirements must undergo a new test on arrival, before entering Portuguese territory, at their own expense, and must wait for the result in a space designated for this purpose, inside the airport, until the result is obtained. .
D. If you are a foreigner and wish to take the COVID-19 test on arrival, before departure or at any time in mainland Portugal or Madeira, you can do so:

Prophylactic Isolation / Quarantine:
Prophylactic isolation does not apply to:
√ Passengers on essential trips and whose period of stay in national territory, attested by a return ticket, does not exceed 48 hours;
√ Passengers traveling exclusively to participate in international professional competitions, listed in Annex IV of Dispatch No. 7374-E/2021;
EU COVID Digital Certificate:
The EU's COVID Digital Certificate, accepted from July 1 at borders within the European Union, facilitates the free movement of citizens during the COVID-19 pandemic. It is digital proof that the person:
√ Was vaccinated against COVID-19, or
√ Received a negative test result (TAAN test), or
√ Recovered from COVID-19 disease.
* Children under 12 are exempt from presenting the COVID Digital Certificate or testing
* Children under 18 years old traveling with adults with full vaccination are exempt from quarantine
